Sir:.
With reference to your letter No.33504 of the

11th of September last, I en directed by Secretary
Sir E. Grey to transmit to you, for the information
of Mr. Secretary Harcourt, a copy of a despatch from
Sir J.Jordan, His Majesty's Minister at Peking, re-
specting the question of the registration and pro-
tection by His Majesty's Consular officers in China
of British subjects of chinese descent.
It appears to Sir E. Grey that, in view of the
fact that Hongkong birth certificates are easily
forged, the mere possession of a birth certificate is
insufficient for registration purposes and that fur-
ther evidence, viz., the possession of the Hongkong
British born certificate, a British passport in pro-
per order, or something of a similar nature should be
insisted upon; in fact that the practice prevailing
